Whose words

A line in quote marks is the owner's, written by them, and decided.

A > blockquote is not. Neither is anything unquoted. Both are written by whoever drafted the document, and stay in flight until a quoted line settles them — nothing downstream should read either as a decision that was made.

An ADR that expands a quoted definition has added something nobody decided. Remove the expansion rather than arguing with it.
